City goals (the balloon)

Scouts team up to lift a city balloon.
1

Two meters

Pool earned treats and check deals at many different places. The balloon only rises as far as the lower meter.
2

Milestones

At 25, 50 and 75% the balloon rises. At 100% a special Nomling is released for everyone to catch, and everyone who chipped in gets a Founding Scout badge.
3

Fair play

Only earned treats count, pooled treats are spent for good, and each place counts once.
